Open Science

Open Science is key to strengthening scientific excellence, transparency, and impact in the European Research Area. By making research outputs accessible, reusable, and interoperable, Open Science accelerates discovery, improves trust in research, and ensures that public investment in science delivers the greatest possible societal benefit.

In the ERA Policy Agenda (2025–2027), Open Science is addressed through the structural policy “Enabling open science via sharing and reuse of data, including through the European Open Science Cloud (EOSC).” This policy aims to make Open Science practices and skills the norm, strengthen legal frameworks for data sharing, and build a federated, community-driven infrastructure through EOSC. In addition, the ERA Policy Agenda includes an ERA Action dedicated to Applying Equity in Open Science, recognising the need for fair access to resources, infrastructures, skills, and incentives across Europe.

In the ERA Policy Agenda (2022–2024), the focus was on laying the groundwork for an ecosystem that supports seamless access and reliable reuse of research data. Action 1: Enable Open Science, including through the European Open Science Cloud (EOSC), aimed at deploying Open Science principles, expanding EOSC, and establishing monitoring systems to track progress in skills, infrastructures, and investment. Complementing this, Action 2: Propose an EU copyright and data legislative framework for research, focused on developing a supportive legal environment, ensuring that researchers could share and reuse scientific outputs more openly and effectively.
