The public consultation is part of the European Commission’s process to prepare a legislative proposal for a binding European Research Area Act (ERA Act). It follows an earlier call for evidence phase, which received 178 contributions from 29 countries. The consultation aims to collect input from stakeholders (researchers, institutions, enterprises, public bodies, and the general public) on the key challenges and possible legislative responses related to the ERA.
Key areas under discussion include national commitments to R&D investment (proposals to support Member States in hitting a 3 % of GDP target for R&D), alignment of policies and investments (stronger coordination between the EU and Member States, particularly in strategic priority areas) and framework conditions for research (improving of research careers, geographical and intersectoral mobility, open science measures).
