The European Commission has opened a Call for Evidence on the European Research Area Act (ERA Act), inviting stakeholders and organisations across Europe to share their views. The call, launched on 6 August 2025, will remain open until 10 September 2025.
The ERA Act, announced in the Mission Letter to Commissioner for Start-ups, Research and Innovation, Ekaterina Zaharieva, and in the Competitiveness Compass, is expected to be proposed in the third quarter of 2026. It aims to create binding legislation to strengthen the European Research Area.
Measures under discussion include:
- A new coordination mechanism to accelerate progress towards the EU’s 3% R&D investment target.
- Reinforced alignment of research and innovation funding with EU strategic priorities.
- Policy measures to improve conditions for research in Europe, including careers, academic freedom, and infrastructures.
This Call for Evidence is the first step in the consultation process. A public stakeholder consultation on specific intervention areas will follow, running for 12 weeks.
