The European Union is taking bold steps to secure its position as a leader in research and innovation. With the newly announced Choose Europe Initiative, the European Commission aims to make Europe a magnet for top scientific talent, ensure scientific freedom, and accelerate the journey from discovery to market.
Key Priorities of the Choose Europe Initiative
Announced on 5 May 2025, the Choose Europe Initiative introduces a comprehensive strategy built on four pillars designed to attract and empower researchers from around the world.
- Safeguarding Scientific Freedom: The EU will introduce a new European Research Area Act to guarantee that science in Europe remains open and free, enshrining the freedom of scientific research as a core European value.
- Major Funding Boost and Long-Term Support: A new €500 million package for 2025–2027 will enhance opportunities for researchers through the Marie Skłodowska-Curie Actions (MSCA) and the European Research Council (ERC). Notably, a new 7-year “super grant” under the ERC will provide longer-term perspectives for the world’s best researchers.
- Accelerating Innovation to Market: The EU will launch its first-ever European Innovation Act and a Startup and Scaleup Strategy. These measures aim to remove regulatory hurdles, ease access to venture capital, and help innovative startups and scaleups thrive and compete globally.
- Connecting Researchers and Institutions: Efforts will be made to better link researchers with institutions, making it easier and more attractive to conduct research in Europe through streamlined relocation, visa processes, and career support.
Opportunities for Scientists in Europe
Europe’s commitment to research excellence is reflected in its robust funding landscape. The ERC Advanced Grant Call will open for applications on 22 May, offering significant opportunities for established researchers to lead pioneering projects in Europe
The MSCA will also pilot new programmes in 2025, focusing on supporting young researchers and offering clear paths to permanent employment and career development.
A Supportive Environment for Research and Innovation
The Choose Europe Initiative is more than a funding boost-it is a declaration that science, freedom, and progress are at the heart of the European project. Researchers relocating to Europe will benefit from:
- Streamlined relocation support, including visa and residence permits
- Strong legal and career guidance
- Access to world-class research infrastructure and collaborative networks
- A high quality of life, with excellent healthcare, education, and inclusive societies
Driving Innovation and Competitiveness
The forthcoming European Innovation Act and Startup and Scaleup Strategy will address longstanding barriers to innovation, making it easier for startups and scaleups to access capital, grow, and compete globally. This is a central part of the EU’s broader commitment to closing the innovation gap and boosting competitiveness
A Call to the World’s Best and Brightest
With the Choose Europe Initiative, the EU is opening its doors wider than ever to global talent. As President Ursula von der Leyen stated, “We want scientists and researchers from all over the world to make Europe their home-and to make Europe the home of innovation again”
Now is the time for researchers everywhere to consider Europe as the next step in their scientific journey. Choose science. Choose freedom. Choose Europe.
